Mandatory electronic invoicing: Adapt to the legal framework with ZEENDOC

The various participants

The legislation distinguishes three types of player to support French companies subject to VAT in the dematerialization of invoices:

  • Dematerialization Operators (DOs ): These are service or management solution providers who help companies either before or after transmitting invoices.
  • Partner Dematerialization Platforms (PDP): These platforms are registered and will be the only ones able to upload invoices on the public portal. PDPs will therefore be the only ones authorized to issue and receive domestic B2B invoices between VAT-registered companies. They will also be responsible for transmitting e-reporting to the PPF for companies that choose them.

The 3 accepted formats

The Direction Générale des Finances Publiques (DGFiP) has defined three authorized electronic invoice formats for sending and receiving:

 

  • CII (Cross Industry Invoice): An open standard developed by the United Nations Center, based on an XML format compliant with EN16931, already used for Factur-X.
  • UBL (Universal Business Language): An open XML-based standard for the exchange of electronic data between different business partners and organizations.
  • Factur-X: This hybrid format, co-developed by the DGFiP, the Union Interdépartementale pour la Facturation Électronique (UIEE) and industry experts, combines a readable file (PDF) with structured data (XML).

    Zeendoc and doxallia, PDP PARTNERS

    Electronic Billing Reform

    With full implementation across the country from 2026, the law requires companies to use electronic invoices that comply with the Factur-X standard. This measure aims to standardize and secure commercial transactions.
